Ensure the battery is in good condition and has a strong charge. If the battery is fine, remove the wiper motor and operate the wiper arms by hand to check for binding linkage and pivots. Lubricate or repair as necessary, then reinstall the wiper motor. If the wipers still operate slowly, check for loose or corroded connections, especially the ground connection. If all connections look OK, replace the motor.

First, check the fuse. If the fuse is OK, connect a jumper wire between the wiper motor and ground, then retest. If the motor works now, repair the ground connection. If the switch is OK, the wiper control module is likely bad.

Mark the positions of the wiper blades on the windshield with a grease pen or pieces of tape. Then, remove the windshield wiper arms by prying the lock away from the wiper arm assembly and lifting the arm off its shaft.
