    Disconnect the negative cable from the battery. The flasher relay on 1993 and 1994 models is located on the interior fuse panel, while on 1995 and later models, it is found under the instrument panel to the right of the steering column. Remove the flasher by pulling it straight out. Install the new flasher unit, ensuring that the metal contacts align with the slots in the fuse panel, and press the flasher firmly into place.

    How Do You Troubleshoot and Replace the Turn Signal and Hazard Flasher Relay on Ford Explorer? Posted by Customer

    The turn signal switches and the hazard flashers are handled by a flasher relay, This particular component is located inside the fuse block and is available within the previous models up to 1993 while in the subsequent models 1994 and beyond this relay is sited within the instrument panel near the steering wheel column. But when working properly the flasher relay makes a clicking sound when the operation is in progress. If the turn signals do not work on one side, and the relay does not click it indicates that the turn signal bulb is bad. In case of non- blinking of both the turn signals, the problems can range from a fused out circuit, a faulty flasher relay, a defective switch or a bad connection. If the problem is in the turn signal fuse then one should pop the hood and check the fuse box to see if the turn signal fuse is blown then check the wiring for shorts before replacing the fuse. To replace the flasher relay the negative cable of the battery should be disconnected, then flasher has to be removed either by pulling it right out of the fuse box or electrical connector, and then one has to make sure that the new flasher is an exact match with the original flasher which has to be then installed in the fuse box or the instrument panel connector.
